The Standards That Govern Ready-Mixed Concrete

Concrete practice in the United States is governed by a layered set of documents from several independent bodies. Knowing which document answers which question saves a great deal of time, because the answer to "is this concrete acceptable" lives in a different place from "how should it have been proportioned" and different again from "how do I measure it".

The four layers

Test methods tell you how to measure something. In the United States these are chiefly published by ASTM International, with parallel methods from the American Association of State Highway and Transportation Officials for transportation work. A test method contains no acceptance criteria; it defines a procedure precisely enough that two laboratories get the same answer.

Material and product specifications tell you what an acceptable material is. The purchase specification for ready-mixed concrete itself is the central one: it defines ordering options, batching tolerances, mixing requirements, the delivery ticket contents, water addition limits, the discharge window and the division of responsibility between producer and purchaser.

Codes tell you what a structure must achieve. The structural concrete building code published by the American Concrete Institute is the primary document, adopted by reference into the model building codes and thence into state and municipal law, frequently with local amendments. It sets exposure classes with their associated maximum water-cement ratios and minimum strengths, strength acceptance criteria, cover requirements and durability provisions.

Guides and practices tell you how to do the work well. These are recommendations rather than requirements unless a project specification invokes them, and they cover proportioning, hot- and cold-weather concreting, curing, mass concrete, formwork, finishing and repair.

The documents you will meet most often

  • The ready-mixed concrete purchase specification — the contract for the material. Everything about tickets, tolerances, the ninety-minute and three-hundred-revolution discharge limits and permitted water addition traces back here.
  • Sampling of fresh concrete — the composite sampling procedure that most disputed low breaks turn out to have violated.
  • Slump, air content, temperature and density test methods — the fresh-property acceptance suite.
  • Making and curing specimens in the field, and the companion laboratory practice — the source of more argument than any other document, because field specimen handling is where good concrete gets failed.
  • Compressive strength of cylindrical specimens — the test itself.
  • Portland, blended and performance cement specifications, and the specifications for fly ash, slag cement, silica fume and chemical admixtures — the materials layer.
  • Concrete aggregates — grading and quality requirements for fine and coarse aggregate.
  • The structural concrete code and its companion reference specification — design requirements and the standard construction specification that pairs with them.

Standards are revised on cycles, and a project specification normally names the edition in force at a stated date. Two things follow: a mix approved under an earlier edition may not satisfy a later one, and citing a standard without an edition invites exactly the ambiguity the standard was written to remove.

The parallel transportation régime

Highway, bridge and airfield concrete is generally not governed by the building code at all. State transportation departments publish their own standard specifications with their own approved materials lists, mix approval processes, testing frequencies and technician certification requirements — the Texas Department of Transportation materials programme is one representative example, and the Federal Highway Administration publishes national research and guidance that informs them.

A producer serving both markets maintains two documentation régimes with different vocabularies for the same physical quantities. It is a common source of confusion when a crew moves between building and highway work.

Certification programmes

Two families matter in practice. Personnel certification from the American Concrete Institute attests that an individual can perform specified tests correctly, and acceptance testing on most projects must be performed by a certified field technician. Plant and truck certification from the National Ready Mixed Concrete Association attests that a facility's equipment, batching accuracy and calibration records meet defined requirements.

Both are invoked by reference in specifications, which is efficient: a single line requiring certified technicians and a certified plant replaces pages of prescriptive text.

Where practice is currently moving

Three directions, each visible in recent standard revisions.

Performance specification. Traditional prescriptive specifications dictate minimum cement content and maximum water-cement ratio; performance specifications state the required properties and leave the producer to achieve them. The latter permits genuine optimisation and lower-carbon mixes, but it depends on the ability to measure the properties that matter — which is why permeability, resistivity and shrinkage tests have become more prominent.

Carbon. Blended portland-limestone cements have moved from novelty to default in many markets, supplementary cementitious material replacement levels have risen, and environmental product declarations now appear in submittals. Materials supply context is tracked by the United States Geological Survey.

Durability over strength. Specified strength remains the headline, but exposure-driven durability requirements increasingly govern the mix, and acceptance is broadening beyond the cylinder break. Measurement practice is covered under testing, and the proportioning consequences under mix design.
